Overview
Provided GIS and agro-ecological analysis support for Horn Development Advisory (HDA) on the Enhanced Index-Based Livestock Insurance (IBLI) work under the World Bank-supported DRIVE context. The assignment focused on delineating and validating Units of Insurance and agro-ecological zones using spatial, climatic, environmental and livelihood information relevant to pastoral risk and drought insurance. In Somalia it covered Afmadow, Mudug, Lower Juba, Lower Shabelle, Bay and Middle Shabelle; in Ethiopia Afar, Somali Region, Southwest Ethiopia, SNNP and new Oromia zones; and in Kenya Baringo, West Pokot, Kilifi, Kwale, Taita Taveta, Tharaka Nithi, Meru North, Makueni and Kitui.
What we did
- Reviewed and refined spatial boundaries for Units of Insurance and agro-ecological zones.
- Analysed rainfall and seasonal patterns and assessed drought exposure and pastoral conditions.
- Supported validation of insurance zones and prepared revised GIS shapefiles.
- Documented an end-to-end AEZ delineation methodology for the Puntland area of interest, including validation tests.
- Linked geospatial evidence with product design needs: homogeneous risk areas, wet–dry patterns and drought outlooks.
Key outputs
- Validated Units of Insurance and agro-ecological zone boundaries across designated Horn of Africa areas.
- Revised GIS shapefiles for product design and actuarial analysis.
- Technical methodology documentation for AEZ delineation and validation.
